Enhances

Minister of Foreign Afairs, and State Minister for the
Federal National Council Afairs, Chairman of the
National Committee of Election, emphasized that
the program of enhancing political participation

of the importance of political
modernizing which builds on what
the UAE has achieved during the
last four decades. His Excellency
stressed through the lecture which
he delivered at the UAEU on the
26th of May 2011, that the UAE
started its program to enhance
political participation following
the speech of H.H President of
the UAE, (May God protect him)
who envisioned the future and
paved the historical way for the
political development in the UAE.
The lecture was attended by Tareq
Lootah, Undersecretary, State
Ministry for Federal National
Council Afairs, Dr. Saeed Al Ghulf,
Assistant Undersecretary of the
Federal National Council Afairs,
Dr. Abdullah Al Khanbashi, UAEU
Vice Chancellor, and a number of
the Department Chairs, members
of teaching staf, students
and university instructors.
Qarqash said “The speech of H.H,
the president of the Country in
2005 stressed the importance
of political involvement and its
enhancement through gradual steps
that will refect positively on the
country and our citizens and does
not accelerate the stages without
clear and organized thinking.
He added : “The UAE represents
a successful model not only
economically but also at
developmental and human levels
with many indicators that classify
the UAE among advanced countries
regarding human development.
Thus, our political program should
be within studied and coordinated
steps to maintain these gains.
The Chairman of the National
Committee of Election added that
it is indispensable for any country
to have a balanced development
in all sectors, and like we are
careful about social and economic
development we also care about
political development. However,we
took the frst step in 2006
through the election of half of the
members of the Federal National
Council, and the experiment
was successful resulting in a
positive impression to the nation
about parliamentary election.
The Minister went on in his lecture
to say : “As part of the leadership
commitment to continue political
development the second stage
was completed which enhanced
and empowered the council’s role.
Constitutional amendments were
made such as the extension of
the legislative term of the council
to four years instead of two and
granting the council the right of
providing its opinion in respect of
international treaties, in addition
to its provisions which no longer
need to be passed to the Council
of Ministers, all actions which give
the council greater independence.
Moreover, the past experience of
the council “Qarqash said, “was a
successful one and represented a
quantum leap in its performance
at all levels in which the Council
discussed more than 33 of the
important national cases and
draft laws. The government
approved amendments which
the Council inserted into 70 Bills
in addition to responding to
more than 200 questions raised
by the council members.
